Abstract:

In this paper, Dan Swinney contrasts a "high road" economy (businesses using modern technologies to compete successfully and to pay good wages with benefits) vs. the low road in which workers and the enviromment are exploited. Swinney says the U.S. environmental, labor and social movements have got to aim for not merely redistributing wealth but actually creating wealth.
